Alerts Composer Stripping HTML - New Learning Assignments

Summary:
We are trying to configure an alert to notify users of new learning assignments. We had followed oracle documentation, however at the step asking you to add in the alert code, the alert is broken. We have written our own HTML for the alert, but each time we try to save it the composer strips content and styling. We had other similar alerts that were configured prior to 25D but when these are edited the composer similarly strips them.
What are we doing wrong?
