Segment value from Manage Account Rules: Project Costing is not reflecting

I have setup constant account value in 'account rule' based on expenditure types. I have then assigned this account rule in 'Journal Entry Rule Set' against 'Account' segment. But still only one account is getting picked up and other constant accounts based on expenditure types are not getting picked when I am running 'Account in Draft' for a Project costing transaction. What could be missing?
