Can we create a custom role for customers to segregate by a customer account DFF

We have customers that are restricted and can be seen by people who have security clearance from Government Entities.

We enabled a DFF at customer account level and check if a user has accessed or not by running audit reports.

Can a role be created based on this DFF so we can have 2 separate custom roles for restricted and non-restricted customers and assign to specific users.
