Learner receives blank screen when viewing course completion certificate

Summary:

we have attempted to configure the digital learning certificate for self paced learning, but when users click link they are taken to a blank screen.

We have confirmed that the certificate is selected via the UI and via rest services.

We have referenced document Course Completion Certificate Returns a Blank Page (Doc ID 2912482.1) and determined this is not the cause due to no language restrictions being present in the data model.
