Anybody knows how to read SaaS_Service_Usage_Metrics_Drill_Through report?

in Fusion Applications Administration

The number of "Authorized User Quantity" is inconsistent with the number under "Explore by username" tab.

e.g. we can only see 19 under "Explore by username" tab, but "Authorized User Quantity" shows 20..

Anyone has experience how to interpret this report?
