Unable to restrict the access to the other Business Units while the BU is not assigned to user

in Fusion Applications Administration

When the user is logged in and go to create invoice page they are able to see an extra business unit that is not assigned to user. user mentioned that user is receiving invoices for the ADPIC Special Project Business Unit, which we are not supposed to receive. but when we checked in the data access the bu is not assigned to the user. - Can you outline the steps to address or resolve this problem?
