Is there any role that we use to allow a user to see and act in all the requisition in a BU?

in Self Service Procurement

Summary: We have a few users that we want them to be able to access to all the requisition in a BU and be able to view and act.

Example

Requester A, create a Requisition and keep it in Draft.

Supervisor Requester, should be able to view and update that requisition.

We tried the the Privilege "View Requisition All", but it only allow the person to view the requisition but not to act.

Any idea on how to accomplish this requirement?
