Manually added OLC course, but completions are erroring referencing the start date

in Learning

We manually added an OLC course effective 01/01/1951, but when we try to load completions to OLC, we receive, "An error occurred. To review details of the error run the HCM Data Loader Error Analysis Report diagnostic test. Message details: JBO-retrieveLearningItemId()::LearningRecord EffectiveStartDate and EffectiveEndDate are not in between LearningItem EffectiveStartDate and EffectiveEndDate: STRINGMANAGER: Key: retrieveLearningItemId()::LearningRecord EffectiveStartDate and EffectiveEndDate are not in between LearningItem EffectiveStartDate and EffectiveEndDate not found in bundle oracle.apps.hcm.learn.core.learnMetadataService.assignments.applicationModule.LearningRecordAMImpl."

When I look into it, the start date does seem to match the date the course was added, but we can't change this anywhere; there is only the publish start date. Any help would be appreciated.
