Preescreening questions added by user getting added to all requisition automatically!

Issue Description:
When selecting Question Classification as Prescreening Question Added by User and later creating a new job requisition, the expected behavior is that these questions should only be added if a recruiter explicitly selects them.

Current Behavior:
Questions classified as Prescreening Question Added by User are being added automatically, even without recruiter selection.

Expected Behavior:
Prescreening questions should only be included when a recruiter chooses them during the requisition creation process.

how can we solve this issue?
