Can we create custom Ledger LOV with user data access restriction for ESS Job?

Summary:

We are working on a custom BIP report which need a custom ESS Job, need Ledger parameter which with user data access restriction in ESS Job, as well as parameters like Period and Project Number which need to be a ledger dependent parameter.
I know we can achieve above requirements in BI Catelog, can we achieve these requirements in ESS Job?
