Change order approval workflow with amount and percent change conditions at the same time?

Summary:

How can I configure the amendment (change order) approval workflow to be based on percent change and amount change at the same time?

My issue is that for example I want the workflow to be set for less than or equal 1 million in amount change and less than or equal 5% in percentage change. But the issue is that for many change orders if the amount changed is less than 1 million then the percentage changed would be greater than 5% based on the original PO amount.

Ex: (PO original amount is 9.2 million, If I do a change order and add 900,000 to the line then the amount changed is +900,000 (rule 1) but the percent change will be 9.78%) (rule 2). So by that, the workflow satisfies the amount change rule but doesn't satisfy the percent change rule.
