Skip rule in BPM Offer Page is not working.

Hello team,

We have below Business Requirement-

We need to capture rehire cases on the basis of home email ID and National identifier and we are storing ex-employee personal email id in custom field as we

are replacing oracle seeded field with some dummy email id after FNF. the purpose of doing it was whenever the candidate will apply from his home email id (personal email id of candidate) will be consider as external candidate in system.

We have created a skip rule in offer approval in such a way that it should capture rehire cases and trigger the approval to specific representative type else it should follow normal approval flow.
