BPA Line Number and DFF manually update issue in certain BPA

We have a business requirement to update BPA line numbers to under four digits and also DFF update to store the original BPA line number.As no functionality of Rest API and FBDI approach of is available as confirmed by Oracle in Previous SRs (4-0001289528 and 4-0001722101) we have to do this in manual mode as confirmed by Oracle also in the SR.
Now in manual update observing that for one BPA change order is being successfully processed and line number and DFF is updated whereas for other BPA its not working as change order is stucked in Pending Approval stage.Please find attached the document with the details.
