Restrict ability to Add Candidates to Requisitions only from a Pipeline Req to linked standard req

Summary:

We have a business requirement to allow recruiters to Add a candidates from a pipeline req to the Linked Standard requisition, BUT we do not want to allow them to add candidates to just any requisition as its a legal risk for us to allow our recruiters to just add candidates to any requisition they want without the candidate taking any action IE: applying to the Pipeline req. It seems that currently its all or nothing, that if we grant them the privelge they can add candidates to any req they please.
