The Vietnamese Translation is not working on the customized BI Report

Summary:

Hi,

We are in 25D. When we try to Customize the seeded BIP Report, all the translations are working expect Vietnamese language. When I try the Vietnamese language in Local Template Builder its working. However, when we enable the Vietnamese locale and attach the translation file, this is not working as expected. None of the words are translating.

Further analyzing, we noticed the locale displayed in the seeded report is showing as 'vi'

However, when we customize the report and add the Vietnamese language, we can only 'Vietnamese(Vietnam)' is coming under the LOV and 'vi' is missing. We assume there is some language pack issue or not sure if the language is installed properly and this could be the potential issue since the language works in local template builder. Kindly request anyone who has experienced this kind of issue and any solution/workaround would be appreciable.
