Component security on invoice page

on create invoice page, we should only see the (save) option, not (complete and view). Please find the attached document

The standard below duty role allows the creation, Complete and Review of transaction on creation transection page. Could you please suggest how to stop (completion and Review) table on attached page. we should only have save tab only, and (complete and review) table should be disable. Any suggestion on this requirement.
