User Groups not visible

Hi Team,
We are configuring the system after a recent refresh and the User groups are not visible now. We have the Learning Specialist role with DSP for View Learning User Groups and Manage Learning User Groups with View All Access. The HAR shows below error, please let me know how to fix this error.
