Unable to add non worker as Hiring Manager or Collaborator in ORC

Summary:

We need to be able to add a non worker as a Hiring Manager and/or a Collaboration when creating requisitions in Oracle Recruitment Cloud, however we are unable to do so as the name does not appear in the list of values. Is it possible to do this?

We have a business case where we need to do this.
