AI Agent (Career Coach) shows “Offline” on External Career Site – ORC 25D

We have configured an AI Agent (Career Coach) for Oracle Recruiting Cloud in the 25D release. The agent is enabled and visible on the External Career Site, however it consistently displays the message:

“I’m currently offline and unable to answer questions. Please check back later.”
