Pending Worker's phone number is Public type

Summary:

When a candidate is hired via ORC and then converted to an Employee/ Contingent Worker, the phone number provided is automatically tagged in Core as "Public" which causes some issues downstream. External Candidate hires are automatically converted, i.e. no manual intervention with the opportunity to update.

We would like to change this in the configuration (as opposed to asking the PW to update on their onboarding day 1 journey), is there a way this can be done?
