Confusion about plan order quantity in supplies and demands

Hi,

I tried to analyze supplies and demands table, there are transfer order demand on the particular org. With 600 demands for transfer order, but the on hand 593 and the rest are ineligible for transactions. This is a bit confusing for me because the 7 qty should having plan order to make work order.

we have constrained supply planning
