Getting error while hiring new employee.

Hire file for an employee getting errored as "You must provide only one parent record Worker and it must start on the earliest effective start date and not have an end date."

While running the hire file (HDL) , we are getting error as "You must provide only one parent record Worker and it must start on the earliest effective start date and not have an end date." I have checked the effective start date and hire date, they both are same.
Here is my worker.dat file-
METADATA|WORKER|PersonNumber|EffectiveEndDate|EffectiveStartDate|ActionCode|StartDate|SourceSystemId|SourceSystemOwner|SourceRef001|SourceRef002|SourceRef003|SourceRef004|SourceRef005
