Supplier not able to submit response to negotiation - Some issues need your attention

Suppliers are running into the error: "Some issues need your attention" when attempting to complete a response to a negotiation.

One particular section seems to catch most of the issues. There are 33 questions with attachments required based on the response. We have noticed with multiple suppliers doing screenshare while they are trying to respond that Oracle stops accepting any inputs at question 26 forward. Not able to respond to the question or make any more attachments.
