External link Opens in New Window; Needs to Open in New Tab; Users will think the Course Disappeared

Summary:

I created a new course, in Articulate Rise, saved as SCORM, uploaded to Oracle LMS using Edge (tested this in Chrome too, with same outcome; most likely because Oracle player doesn't want info from outside course, and this course has several links that take users to external sites)

When I opened the Offering, as a user, to test it, it was working fine until I clicked a hyperlink to an external site. It quickly appeared to open another window, not a new tab, and also added a tab entitled "Enrollment," that contained the Oracle main screen, as the second tab in that "external link" window.
