Create Self-Paced learning with no content

Summary:

I would like to prebuild the Self-Paced learnings before the content is ready, so we aren't stuck building at the last minute before learning is suppose to go out. Is this possible and I just don't see how? Or does my IT person need to do something on the backend to allow me to do so as the Learning Specialist?
