How can i successfully refresh rates on single task within project budget?

I am trying to use "Refresh selected row" from Actions > Refresh Rates to fix the issue shown in the screenshot. However, the budget is not updating when i select this option.

I am trying to fix the issue where the total revenue for 995.1803100 displays as 46,789 (red arrow), but should be 0 (green arrow) based on the lower level revenue budget detail.

Please help!
