analysis has the correct number of people but they do not pull into the assignment in Oracle.

Summary: We recently ran into this problem for a few of our older courses and initiatives. We only found this problem during an audit. The analysis is fine and we confirm the correct people and the number of people supposed to be there is correct but more than half of those people never get added to the course. Not sure if it matters but we are not in Redwood yet. We have reached out to Oracle but I am just curious if anyone else had this issue and what was done to fix it.
