Projects- set up a role that would give access to all the projects open for a certain department

Summary:

We have a business requirement to give view only access to a business user to only two departments/ restrict by Project Organizations (project owning / carrying out org).

I have created a custom role that give view only access to all the projects, but I am not reaching any result when I want to amend it to give access only to those two project organziations.

Will you have any ideas on how this can be achived?
