How to create account rule condition using "Budgetary Control Completion Status"(PJC,S,S)

We have a requirement to populate misc. cost SLA based on Fund Status.

If the fund status is in Warning, we want to populate certain accounting combination

Can we use "Budgetary Control Completion Status"(PJC,S,S) = Warning to be the account rule condition?

And this is the account rule condition

but the system is not letting us create accounting with this rule.

Could you advise if we can use this, or if we should use another source to create the condition? Thank you.
