Area of responsibilities missing assign by criteria on Template

Summary: Assign by criteria is missing in Production yet visible in our test enviorments. I have compared the profile values below and they match. Both enviorments are under the 25D upgrade. Any assistance is appreaciated on what is or may be driving the assign by criteria in Area of Responsibilities. Please see the below images.
