Create Action Plan privilege not giving the access expected

Summary:

My client wants a custom role to give to members of their HR Support Desk and Employee Relations teams to create and manage Smart Texts and Actions/ Action Plans. They want this as they don't want to have to reach out to their system admin team everytime they want to add to or update these. I've created a custom role with the below privileges, it is working for the individuals who also have the Next Gen Manager role but not for anyone with the Next Gen Agent role, what am I missing?
