DOR DFF error when entering a number the system shows this amount exceeds the limit

When entering an amount in a free text DFF in a DOR the system shows an error that this amount exceeds the limit

The employee is entitled 45000 a year. This is the first time he applied for the same type. and the requested amount is 10000, however the system shows that he shouldn't exceed 15000

Please Advise.
