Unable to create Previous Employement profile section using Rest Service

Unable to create Previous Employement profile section using Rest Service

Need to expose Rest service to 3rd party for following tasks
1. Create Pending Worker, 2. Create Education record 3. Create Create DOR 4. Create Previious employment
I have created a custom role, copying HR Specialest seeded role with data role and security profile setting everything to view all. Also added my role to Experience and Education Content under profile conetent section access screen.
I am able to do first 3 task but facing error of no permission while tryign to create profile section of Previous Employment
