Copying budgets from project templates

We have created a project template with a draft budget.
There is only one resource assigned to task 1.01, with quanity of 1 and a manually entered revenue and and revenue rate of 6000. This is done, to prevent oracle from computing the budget amount based on the rate cards assigned to the rate settings.
However, when we create a project from this budget, the revenue and cost amounts are being re-computed based on the assigned rate cards and not being picked up as is (6000) from the budget on the template.

Is there any setup to prevent this from happening.
