Why do Date column values differ in Oracle Learn manager reports?

When managers download learning reports for their direct reportees or for the entire organization, the Date column displays information in different formats. Some learner records show only the completion date, while others show the completion date along with a timestamp.
What is the reason for this variation? Is there a specific condition or system behavior that causes a timestamp to appear for certain records?
