Is it possible to send a nudge to someone besides the employee or line manager?

Summary:

We would like to create nudges for certain actions (like I-9s) that will notify our HR team if an I-9 is expiring for one of their team members. From what we can tell, the only recipient options for nudges are employee and line manager…is there any ability to add in an HR team member?
