Dealing with Incomplete Applications

We're struggling a little with how to deal with incomplete applications. I know we have the option of whether or not to make incomplete applications visible in SWT - currently they are visible for us - and we're trying to determine whether we should consider changing that setting.

The problem we have is that incomplete applications aren't obvious enough - unless a recruiter specifically checks to see if the application is complete or not, he or she might ASSUME it is complete and treat it as such. We've had situations where a candidate will receive a regret or rejection correspondence, manually sent by a recruiter, before their application is even complete because they've saved it to come back and finish it later. Obviously, part of the problem lies in user training and following process.
