Available options in Performance Goal Approval Notifications

Summary:
When we view goal approvals in the goal interface, we only see a few options (Approve, Reject, Edit, and Request Information). However, when we open the same notifications from the bell icon, the list of available options is much larger. Is this the expected behavior, or do we need to configure something to ensure both menus show the same options?
