Termed Employee is rehired in another department and previous HR can no longer pull inactive record

Summary:

EE terminated from Dept A effective 4/8/2025 and Rehired/currently a pending worker on Dept B eff date 1/10/2026. HR from Dept A is unable to find the EE's inactive records even if "include terminated work relationships" is selected. I tested with another environment wherein EE is termed but not rehired yet, I was able to pull up the employee on the Document Records and Payslip when I select the "Include terminated work relationships."

Is this expected behavior? If so, are there any white papers and docus that I can reference?
