Promote and Change Position action name is not showing while creating the offer for Internal emps

Summary:

Issue:- Promote and Change Position action name is not showing while creating the offer for Internal employee?

We are creating the offer for Internal employee but we are not able to see "Promote and Change Position" option in the list for Internal employees, only "Promotion" option is showing in the list, can anyone let us know how to add the "Promote and Change Position" option for Internal offers.

Because we have removed the "Promote" quick action option for My Team and My Client Groups areas.
