Customer access (external non-employee) to learning

Summary:

How can we enable enterprise clients/customers—who do not require to maintained personal profile in HCM - to access specific training courses, complete them, and have their completion and certification recorded in an auditable way (including proof of completion), while minimizing or eliminating the need to create and manage a person record in HCM.

A lot of our enterprise clients require access and take training and record completion and certificate of completion but do not need to maintain a person record in HCM.
