Business requirement to convert PST time to UTC time in collaboration messaging

in Supply Chain Planning and Collaboration

we have to use this in the messaging xslt

<xsl:variable name="UTC-date" select="substring-before(adjust-dateTime-to-timezone(dateTime(concat(/cmk:processInboundCollaborationMessage/cmk:InboundCollaborationMessage/oa:ProcessShipment/oa:DataArea/oa:Shipment/oa:ShipmentHeader/oa:DocumentDateTime,'-07:00')),dayTimeDuration('PT0S')),'Z')"/>

 

but we need current pst offset in place of -07:00 or -08:00 (by considering daylight savings). So how to get current pst offset by using xslt function
