Report Not Getting Shared

Summary:

I have recently created a few reports that I've marked as "Shared" in our QA environment expecting that our technical team is able to access them, but a few users are unable to view them.

Content (please ensure you mask any confidential information):

When one of the affected users enters the list of reports, they simply don't see the reports I've created. These users have the "All Access" group, and so do I, and this should be granting us the required access. The oldest of the reports is from last September, so I don't think it's a matter of giving the system a time to refresh.
