User-Defined Table - Update with new data using HDL - error

I am trying to update and Existing User- Defined Table with new Union Rates and I am getting the following error:

You must provide a valid reference to the parent record. Ensure that the parent record is supplied in the same file, or has already been created.
You can reference the parent record using one of the four supported key types. The View Business Objects task lists the attributes that you can use to identify the parent record for this component.

I have created the following UserDefinedTable.Dat File:

METADATA|UserDefinedTable|UserTableId|UserTableCode|RangeOrMatch|UserKeyUnits|UserRowTitle|UserTableName|LegislativeDataGroupName
MERGE|UserDefinedTable|300000015115805|FE_Payroll_Union_Rates|M|T|Union|FE Payroll Union Rates|US Legislative Data Group
