in HCM Redwood Personalization Helper Tool

We need to begin migrating Classic Page personalizations to Redwood. During this process, we observed that when we right-click the Default Form Rules for the Create-Edit-View-Agreement Page, the duplicate option is not available.

Is there a way to enable the duplicate option so that we can create a copy and include the required personalizations
