Hide contacts SSN in ESS Benefits

Summary: Is there a way to enable SSN while adding a contact , but do not visible while viewing contact details.

Content (please ensure you mask any confidential information):

We have a requirement to have the national identifiers section enabled while entering the contact details for the first time in ESS Benefits.

After adding contact the employee should not be able to view or edit SSN details of contacts, only Admins need to have access to update or view SSN.

Can we achieve this through VBCS? or do we need both VBCS and Role change as well?
