Error When Assigning Observation Checklist 23A – LearningObservationChecklistApproval Business Rule

We are currently enabling the Observation Checklist 23A feature and have completed the following actions:

• Created the Learning Observation Checklist questions, questionnaire templates, and questionnaires
• Added the observation checklists to the learning catalog resources
• Created self-paced activities using the learning observation checklists

However, when we attempt to assign the observation checklist to an employee, the transaction does not push through in the Transaction Console. We also encountered an error when enrolling in the test questionnaire.

The system returns the following error message:
“The request operation failed with the business rules defined for LearningObservationChecklistApproval.”

Are there additional setup steps, approvals, roles, or security privileges required to successfully enable and assign the Observation Checklist 23A feature? Any guidance on how to resolve this business rule error would be greatly appreciated.
