Is there a difference in Performance between DevTest, Test, and Prod instances?

We have successfully cloned our Production environment to both 'Test' and 'DevTest.' However, we are observing significantly slower performance in the DevTest environment compared to Test. Does Oracle provide documentation outlining the resource or hardware allocation differences between a standard Test environment and an Additional Test Environment (DevTest)?
