Cost management cost adjustments are pending

Summary:

In Cost Management, a work order was entered to a project. There was an adjustment to transfer costs from project A to project B. The cost adjustments were transferred to Project Costing. The user made a mistake and transferred the costs back from project B to project A. Cost Management ran create accounting in final. However, it appears that the cost adjustments are not populating the Project interface table. When we run the import process, no transactions are importing.
