How can we create users and their person records in bulk using templates?

We have a requirement to create multiple users along with their associated person records in Oracle Fusion in bulk instead of creating them manually through the UI. We are exploring whether this can be achieved using standard FBDI templates or via HDL (.dat) file formats.
